·   Serve as a public forum on child care and early education issues 

·   Conduct Needs Assessments of child care and early education services

·   Develop Countywide Strategic Plans

·   Review and evaluate legislation affecting child care

·   Maximize local, state, federal and private resources for local child care and early education

·   Coordinate child care and early education staff retention/quality improvement initiatives with California Department of Education and Local First 5 Commission

·   Serve as an advisory and planning body to the County Board of Supervisors, the County Superintendent of Schools and others on child care and early education issues

·   Establish and periodically update local priorities for the maintenance, expansion and improvements of early childhood services
